Welcome to the website for HOPDEV publications and events
The Housing and Older People Development Group (HOPDEV) is an independent body supported and sponsored by the Department for Communities and Local Government and the Department of Health (DH).
It has advised Government on older people’s housing issues since 2001, when it was set up to help Government deliver the Strategic Framework linked to Quality and Choice for Older People’s Housing.
Its members include older people, housing providers, voluntary organisations, local authorities, and other experts on housing and older people. It works in partnership with other organisations and Government bodies, and has an independent Chair.
HOPDEV has 4 work streams each with its own programme of work for 2005-2006:
- Housing Strategies
- Information & Advice
- Black and Minority Ethnic (BME) elders
You can download copies of HOPDEV’s publications from this website, which is hosted by the charity Elderly Accommodation Counsel (EAC) as a member of HOPDEV.

HOPDEV National Conference 2006
Housing for an Ageing Population - The Agenda for the Future
Baroness Andrews OBE, Parliamentary Secretary at the Department for Communities and Local Government launched HOPDEV’s national conference on June 8 with a keynote address on the development of the Government’s new housing strategy for older people.
The conference examined the impact of demographic changes on housing. Currently 30% of all UK households are headed by someone aged 60 or over and this is set to increase. The conference identified how to meet the challenges and opportunities presented by our ageing society, as well as making improvements to the housing and support available today.
